주택당국, 엘리베이터 교체공사 우려 표명

홍콩 주택당국(HA)은 샤틴의 폭홍 단지(Pok Hong Estate)와 쿤통의 취핑 북부 단지(Tsui Ping (North) Estate) 등 세입자 매입 계획(TPS) 대상 2개 단지에서 각각 2025년과 2026년에 진행된 엘리베이터 교체 공사 중 심각한 결함이 발생했다는 사실을 전기기계공무서(EMSD)로부터 통보받았다고 10월 15일 밝혔다. 

방화문 프레임 부품을 포함한 방화 등급 성적서가 제출되었으나, 시공사인 '타이줌 엘리베이터(Taizoom Elevator Company (HK) Limited)'는 규정대로 방화문만 설치하고 이에 대응하는 문틀 부품을 설치하지 않은 것으로 나타났다. 관련 부품 누락은 규정 위반에 해당하나, 엘리베이터 자체의 안전 운행에는 문제가 없다고 덧붙였다.

 해당 2개 단지 내 미분양 세대의 소유주로서 이번 사건에 대해 깊은 우려를 표명했다. 당국은 사건을 엄중히 수습하고 타이줌 엘리베이터 측의 법적·계약적 책임을 묻기 위해 전기기계공무서와 긴밀한 협조 체계를 유지하고 있다.

전체 TPS 단지 중 타이줌 엘리베이터가 공사를 맡은 곳은 언급된 2개 단지뿐이다. 현재 엘리베이터 교체를 준비 중인 또 다른 TPS 단지인 푸헹 단지(Fu Heng Estate)의 경우 아직 계약이 체결되지 않았다.

 주택고시는 푸헹 단지 입주자대표회의 측에 계약 체결 절차를 즉시 중단할 것을 선제적으로 권고했으며, 주민 전체의 이익과 안전을 지키기 위해 후속 조치 검토를 지원하는 등 필요한 모든 지원을 제공하겠다고 밝혔다.

Housing Authority Highly Concerned About Serious Deficiencies in Lift Replacement Works at Two TPS Estates   

The Hong Kong Housing Authority (HA) expressed deep concern on October 15, 2026, following notifications from the Electrical and Mechanical Services Department (EMSD) regarding severe non-compliance during lift replacement projects at Pok Hong Estate in Sha Tin and Tsui Ping (North) Estate in Kwun Tong.

• Nature of Non-Compliance: Although contractor Taizoom Elevator Company (HK) Limited submitted fire-resisting rating certificates, it failed to install the corresponding door frame components alongside the fire-resisting doors.

• Operational Safety: Despite the missing door frame components constituting a regulatory violation, the EMSD confirmed that the lifts remain safe to operate.

• HA Follow-Up & Liabilities: As the owner of unsold units in these Tenants Purchase Scheme (TPS) estates, the HA is collaborating closely with the EMSD to pursue legal and contractual liabilities against the contractor.

• Preventative Action at Fu Heng Estate: Taizoom Elevator was involved only in these two TPS estates. For Fu Heng Estate, which is currently preparing for lift replacement, the HA has proactively advised its Incorporated Owners to immediately suspend contract awards to safeguard resident interests and safety.
