투견 식별 기준 발표
농림수산보존국(AFCD)은 9월 2일, 단속 요원들이 "개를 한눈에 투견으로 식별한다"는 주장은 전혀 근거가 없다고 밝혔다.
AFCD는 투견 식별 기준이 국제적인 관행에 부합하며, 과학적이고 전문적인 기준을 충족하고, 해당 개가 실제로 초래할 수 있는 안전 위험을 충분히 고려한다고 설명했다.
이번 설명은 최근 불법 투견 사육 의혹 사례 발생과 관련하여 발표되었다. 이러한 사례들은 대중의 우려를 불러일으키고 사회 전반에 걸쳐 오해를 야기했다.
개와 고양이 조례 및 관련 규정에 따라 투견의 수입, 번식, 무허가 사육은 금지되어 있다.
경찰관이나 농림축산식품부(AFCD) 소속의 권한 있는 직원은 불법적으로 개를 소유하고 있다고 의심할 만한 합리적인 근거가 있을 경우, 예를 들어 허가받지 않은 투견을 소유하고 있는 경우, 해당 개를 압수하여 신원 확인 및 후속 조치가 이루어질 때까지 억류할 권한이 있다.
투견 식별 기준에 대해 AFCD는 투견으로 분류하기 전에 수의사가 개의 신체적 특징과 비율, 체형 및 기타 관련 특징을 면밀히 관찰하여 투견의 특징인 고위험 특성을 실제로 가지고 있는지 평가한다고 밝혔다.
투견 식별을 위해 유전자 검사를 활용해야 한다는 제안에 대해 농식품·농업·소비자국(AFCD)은 투견 유전자를 가진 개라고 해서 반드시 투견의 모든 신체적 특징과 성격을 나타내는 것은 아니므로 최적의 방법은 아니라고 밝혔다.
AFCD는 엄격한 규제 조건을 충족하는 한, 현행 법률에 따라 중성화된 투견을 계속 사육할 수 있다고 덧붙였다.
Announcement of Dog Fighting Identification Criteria
On September 2, the Department of Agriculture, Forestry, Fisheries and Conservation (AFCD) stated that claims that enforcement officers "identify dogs as fighting dogs at a glance" are completely unfounded.
The AFCD explained that its dog fighting identification criteria align with international practices, meet scientific and professional standards, and fully consider the safety risks that the dogs may actually pose.
This announcement was made in response to recent suspected cases of illegal dog fighting. These incidents have raised public concern and caused misunderstandings throughout society.
Under the Dog and Cat Ordinance and related regulations, the import, breeding, and unlicensed keeping of fighting dogs are prohibited.
Police officers or authorized personnel of the Department of Agriculture, Forestry, Fisheries and Conservation (AFCD) have the authority to seize a dog and detain it until identification and follow-up measures are taken if there are reasonable grounds to suspect illegal ownership—for example, if the dog is an unlicensed fighting dog.
Regarding the criteria for identifying fighting dogs, the AFCD stated that before classifying a dog as a fighting dog, a veterinarian closely observes the dog's physical characteristics, proportions, body type, and other related traits to assess whether it actually possesses the high-risk traits characteristic of fighting dogs.
In response to the proposal to utilize genetic testing for identifying fighting dogs, the AFCD stated that this is not the optimal method, as a dog carrying fighting dog genes does not necessarily exhibit all the physical characteristics and personality traits of a fighting dog.
The AFCD added that neutered fighting dogs can continue to be raised under current laws, as long as strict regulatory conditions are met.
