제3차 InnoHK 연구 클러스터 출범
홍콩 혁신기술위원회는 9월 1일, 지속가능발전, 에너지, 첨단 제조, 소재 등 4대 핵심 기술 분야에 중점을 둔 제3차 InnoHK 연구 클러스터인 SEAM@InnoHK의 출범식을 개최했다.
8개의 연구센터가 SEAM@InnoHK에 참여 승인을 받았으며, 총 25억 홍콩달러에 달하는 정부 지원금을 받게 된다. 국내외 유수의 대학 및 연구기관이 주도하는 이 센터들은 중국 본토 및 전 세계 최고 수준의 파트너들과 협력 관계를 구축하여 영국, 프랑스, 네덜란드, 스위스, 일본 등을 아우르는 네트워크를 형성할 예정이다.
출범식에서 선둥(Sun Dong) 혁신·기술·산업부 장관은 8개 연구센터가 차세대 반도체, 지속가능 에너지, 혁신 소재, 우주 제조, 첨단 제조 기술, 스마트 에너지 관리 등 다양한 분야의 연구를 수행할 것이라고 밝혔다. 이번 사업이 제15차 국가 5개년 계획의 핵심 목표인 첨단 제조업 육성, 전략적 신흥 산업 성장 가속화, 녹색 전환 심화에 부합하는 것이라고 강조했다.
이번 세 번째 연구 클러스터가 첨단 기술을 국내 산업에 접목함으로써 연구 성과의 실용화를 촉진하고 홍콩을 국제적인 혁신·기술(I&T) 중심지로 발전시키겠다는 정부의 확고한 의지를 보여준다.
참여 기관에는 세계 100대 대학 및 첨단 기술 분야 연구 개발 기관들이 다수 포함되어 다. 이는 홍콩이 세계 최고 수준의 국제적 학술 자원과 국내 산업 수요를 원활하게 연결하는 ‘슈퍼 커넥터’로서 독보적인 강점을 갖고 있음을 보여준다.
전문 서비스 진흥 지원 사업, 새로운 사업 제안서 접수 시작
전문 서비스 진흥 지원 사업(PASS)의 주요 프로그램에서 9월 1일부터 전문 단체, 무역 및 산업 단체, 연구 기관 등 비영리 단체를 대상으로 새로운 사업 제안서 접수를 시작한다.
총 2억 홍코달러 규모의 PASS는 홍콩 전문 서비스 산업과 해외 전문 서비스 산업 간의 교류 및 협력 증진, 관련 홍보 활동 촉진, 홍콩 전문 서비스 산업의 수준 향상 및 대외 경쟁력 강화를 목표로 하는 비영리 산업 주도 사업에 자금을 지원한다.
PASS 주요 프로그램에서 승인된 각 사업에 대한 최대 지원금은 300만 홍콩달러 또는 승인된 사업 비용의 90% 중 더 낮은 금액이다. 회계, 법률 및 분쟁 해결, 건축, 엔지니어링, 의료, 정보통신기술, 설계 및 기술 시험·분석 등 광범위한 전문 서비스 분야가 본 프로그램의 지원 대상이다. 특정 분야 프로젝트와 여러 분야를 아우르는 프로젝트 모두 대상이 된다.
인건비, 장소 및 설치비, 제작 및 홍보비, 프로젝트 팀 및 참여자의 홍콩 외 지역 출장 및 숙박비 등 프로젝트 실행에 직접 발생하는 비용은 일반적으로 본 프로그램의 지원 대상이다. 또한 본 프로그램의 지원을 받는 홍콩 외 지역에서의 비교적 장기간의 전문 인턴십 또는 연수 프로그램 참여자의 출장 및 숙박비도 지원될 수 있다.
2026년 8월 초까지 본 프로그램을 통해 130개 이상의 프로젝트가 지원되었다. 홍콩 전문 서비스의 강점을 알리기 위한 홍보 활동(로드쇼, 홍보 세미나, 홍콩 외 지역 전시회 참가 등), 홍콩 전문가와 해외 전문가 간의 교류 심화(타국 방문, 홍콩에서 개최되는 국제 컨퍼런스 및 세미나 참가 등), 홍콩 전문 서비스의 잠재적 해외 시장 조사 및 전문가를 위한 모범 사례 지침 및 매뉴얼 개발 등이 주요 사업이다. 클릭 자세한 정보
Launch of the 3rd InnoHK Research Cluster
On September 1, the Hong Kong Innovation and Technology Council held the launch ceremony for SEAM@InnoHK, the 3rd InnoHK research cluster, which focuses on four key technology sectors: sustainable development, energy, high-tech manufacturing, and materials.
Eight research centers have been approved to participate in SEAM@InnoHK and will receive government funding totaling HK$2.5 billion. Led by leading domestic and international universities and research institutions, these centers plan to establish cooperative relationships with top-tier partners in mainland China and around the world to form a network encompassing the UK, France, the Netherlands, Switzerland, and Japan.
At the launch ceremony, Sun Dong, Secretary for Innovation, Technology and Industry, stated that the eight research centers will conduct research in various fields, including next-generation semiconductors, sustainable energy, innovative materials, space manufacturing, high-tech manufacturing technology, and smart energy management. It was emphasized that this project aligns with the core objectives of the 15th Five-Year Plan: fostering high-tech manufacturing, accelerating the growth of strategic emerging industries, and deepening the green transition.
This third research cluster demonstrates the government's firm commitment to developing Hong Kong into an international hub for innovation and technology (I&T) by integrating advanced technologies into domestic industries and promoting the practical application of research results.
Participating institutions include numerous top 100 universities and R&D organizations in high-tech fields. This highlights Hong Kong's unrivaled strength as a "super connector" that seamlessly links world-class international academic resources with domestic industrial demands.
Professional Services Promotion Support Program Begins Accepting New Proposals
Starting September 1, the Professional Services Promotion Support Program (PASS) will begin accepting new project proposals from non-profit organizations, including professional associations, trade and industry groups, and research institutions, for its key programs. PASS, with a total budget of HK$200 million, funds non-profit, industry-led projects aimed at promoting exchange and cooperation between Hong Kong's professional services industry and overseas professional services industries, facilitating related promotional activities, and enhancing the standards and global competitiveness of Hong Kong's professional services industry.
The maximum grant for each project approved under the PASS main program is HK$3 million or 90% of the approved project cost, whichever is lower. A wide range of professional service fields are eligible for support under this program, including accounting, legal and dispute resolution, architecture, engineering, medical services, information and communications technology (ICT), design, and technical testing and analysis. Both specific sector projects and multi-sector projects are eligible.
Direct costs incurred in project execution, such as labor costs, venue and installation costs, production and promotional expenses, and travel and accommodation expenses for project teams and participants outside of Hong Kong, are generally eligible for support under this program. Additionally, travel and accommodation expenses for participants in relatively long-term professional internships or training programs outside of Hong Kong supported by this program may also be covered.
As of early August 2026, over 130 projects have been supported through this program. Key business activities include promotional activities to highlight the strengths of Hong Kong professional services (roadshows, promotional seminars, participation in exhibitions outside Hong Kong, etc.), deepening exchanges between Hong Kong and overseas experts (visits to other countries, participation in international conferences and seminars held in Hong Kong, etc.), research on potential overseas markets for Hong Kong professional services, and the development of best practice guidelines and manuals for experts.
