1. 불법 노동자, 징역형 선고
파키스탄 출신 불법 노동자가 8월 31일 보석금지서를 소지한 채 샤틴 지방법원에서 징역형을 선고받았다.
이민국(ImmD)은 2026년 4월 13일 불법 노동자 단속 작전 중 침사추이의 한 상가 건물을 급습했다. 29세의 파키스탄 남성이 음식 배달 중 체포되었다.
신원 확인 결과, 그 이민국에서 발급한 취업금지서(보석금지서)를 제시했다. 추가 조사 결과, 그는 강제송환 금지 신청자임이 밝혀졌다.
이 불법 노동자는 앞서 샤틴 지방법원에서 추방 명령 또는 강제 퇴거 명령이 발효된 상태에서 취업한 혐의로 기소되었으며, 22개월 2주의 징역형을 선고받았다.
이민국은 합법적으로 고용될 수 없는 사람을 고용하는 것은 중대한 범죄라고 강조했다. 이민 조례에 따라, 합법적으로 고용할 수 없는 사람, 즉 불법 이민자, 추방 명령 또는 강제 출국 명령 대상자, 체류 기간 초과자, 또는 입국 허가가 거부된 사람을 고용한 고용주에 대한 최대 처벌이 기존의 35만 달러 벌금 및 3년 징역형에서 50만 달러 벌금 및 10년 징역형으로 대폭 강화되었다.
관련 회사의 이사, 관리자, 비서, 파트너 등도 형사 책임을 질 수 있다. 고등법원은 불법 근로자를 고용한 고용주에게 즉시 구금형을 선고해야 한다는 양형 지침을 제시했다.

홍콩교육대학교 박사 과정에 합격하기 위해 전직 교수 명의의 추천서를 위조·제출한 31세 중국인 지원자가 법원에서 혐의를 인정했다. 2021년부터 계속 낙방하자 조급해진 피고인은 과거 교수의 서명을 도용해 허위 추천서를 만들어 제출했고, 이를 믿은 대학 측으로부터 합격 통보를 받아 수업까지 들었다. 그러나 대학의 자체 검토 과정에서 교수가 이미 퇴직했다는 사실이 밝혀지며 꼬리가 잡혔다.
재판부는 정직한 다른 지원자의 기회를 빼앗았다며 사안의 심각성을 지적했고, 최종 선고는 오는 9월 14일 내려질 예정이다.
5. 삼수이포에서 경찰관 폭행 혐의로 여성 체포
33세 여성이 월요일 밤 삼수이포 위차우 거리의 한 계단에서 경찰관과 시비가 붙은 상황에서 경찰관의 목을 잡고 폭행한 혐의로 체포되었다..
이 여성은 감정이 격해져 남성 경찰관의 목을 잡았고 경찰은 그녀를 제압하고 경찰관 폭행 혐의로 체포했다. 목에 부상을 입은 경찰관은 카리타스 의료센터로 이송되었다.
6. 장기간 무허가 차량 운행으로 첫 유죄 판결
등록된 차량 소유주 한 명이 8월 31일 판링 치안법원에서 새로운 차량 등록 및 면허 요건을 위반하여 약 44개월 동안 무허가로 차량을 운행한 혐의로 3,000달러의 벌금형을 선고받았다. 이는 새로운 요건 시행 이후 처음으로 유죄 판결을 받은 사례이다.
2025년 12월 22일부터 새로운 요건이 발효됨에 따라, 교통국(TD)은 2년 이상 무면허 차량 소유주에게 통지서를 발송해 왔다. 소유주는 통지일로부터 3개월 이내에 면허를 갱신하거나,

1. Illegal Worker Sentenced to Prison
An illegal worker from Pakistan was sentenced to prison at the Sha Tin District Court on August 31 while possessing a bail ban.
On April 13, 2026, the Immigration Department (ImmD) raided a commercial building in Tsim Sha Tsui during a crackdown on illegal workers. A 29-year-old Pakistani man was arrested while delivering food.
Upon identification, he presented a work ban (bail ban) issued by the Immigration Department. Further investigation revealed that he was a non-repatriation applicant.
This illegal worker was previously charged by the Sha Tin District Court with working while a deportation or forced removal order was in effect, and was sentenced to 22 months and 2 weeks in prison.
The Immigration Department emphasized that employing a person who cannot be legally employed is a serious crime. Under the Immigration Ordinance, the maximum penalty for employers who hire individuals who are legally ineligible for employment—namely, illegal immigrants, those subject to deportation or forced exit orders, those who have overstayed their permits, or those denied entry—has been significantly increased from the previous fine of $350,000 and three years in prison to a fine of $500,000 and ten years in prison.
Directors, managers, secretaries, partners, and others of the relevant companies may also face criminal liability. The High Court issued sentencing guidelines stating that employers who hire illegal workers must be sentenced to immediate detention.
2. Large-scale Anti-Corruption Crackdown:
The Independent Commission Against Corruption (ICAC), the police, and the Competition Commission launched a joint operation and arrested 50 people in connection with a bid-fixing case involving HK$500 million in building maintenance contracts. 3. Vandalism of Famous Actress's Grave:
An 87-year-old man was arrested after the marble altar and tombstone of Linda Lin Dye, a famous 1960s actress, located at St. Michael's Catholic Cemetery in Happy Valley, were discovered intentionally vandalized by being covered in cement.
4. University Admission Fraud:
A 31-year-old Chinese applicant pleaded guilty in court to forging and submitting a letter of recommendation in the name of a former professor to gain admission to a doctoral program at the University of Hong Kong Education. Desperate after failing admissions repeatedly since 2021, the defendant forged the professor's signature to create and submit a false recommendation letter; believing it, the university notified him of his acceptance and he even attended classes. However, he was caught when the university's internal review revealed that the professor had already retired.
The court highlighted the seriousness of the case, noting that it deprived other honest applicants of an opportunity. The final sentencing is scheduled for September 14. 5. Woman Arrested in Sham Shui Po on Charges of Assaulting Police Officer
A 33-year-old woman was arrested on Monday night on the steps of Wee Chau Street in Sham Shui Po on charges of assaulting a police officer by grabbing him by the neck during an altercation.
The woman grabbed the male officer by the neck in a fit of rage, and the police subdued her and arrested her on charges of assaulting a police officer. The officer, who sustained a neck injury, was transported to Caritas Medical Center.
6. First Guilt for Long-Term Unlicensed Driving
On August 31, a registered vehicle owner was sentenced to a $3,000 fine at Fanling Magistrates' Court for driving without a license for approximately 44 months in violation of new vehicle registration and licensing requirements. This marks the first conviction since the new requirements came into effect.
As the new requirements take effect on December 22, 2025, the Department of Transport (TD) has been sending notices to owners of unlicensed vehicles for more than two years. The owner must renew the license within three months of the date of notification,
submit relevant documents to the Department of Transport, scrap the vehicle, or permanently export it out of Hong Kong and cancel the vehicle registration. According to the Enforcement Decree of the Road Traffic Act (Vehicle Registration and License) (Chapter 374E), the maximum penalty for a first offense is a fine of HK$10,000 and three months imprisonment. Subsequent offenses are subject to a maximum fine of HK$25,000 and six months imprisonment.
