홍콩 금 시장 발전 및 확대
홍콩 금융서비스국장 겸 재무국장이 더 많은 금융 기관들이 자체 금 보관 시설 설립에 대한 희망을 표명함에 따라 홍콩 금 시장의 발전은 정책 계획과 밀접하게 연관될 것이라고 밝혔다.
정부의 역할은 시장 문제 해결뿐 아니라 "시장 운영자"로서의 역할도 수행해야 한다고 강조했다. 결제 시스템이 금 가치 사슬의 한 부분일 뿐이라고 강조하며, 정부가 이미 홍콩 국제공항에 귀금속 저장 시설을 건설할 계획을 세웠고, 금 개발은 9월 16일 발표될 홍콩 제1차 5개년 계획의 핵심 중점 분야 중 하나가 될 것이라고 밝혔다.
현재 스위스가 세계 최대 금 정제 및 공급국이며, 홍콩이 7월에 금 중앙 청산 결제 시스템 시범 운영을 시작함에 따라 정부가 아시아 지역을 위한 홍콩의 금 저장 및 결제 시스템을 더욱 강화할 것이라고 말했다. 또한, 중국 본토와 해외의 여러 정제 회사들이 이미 홍콩 진출을 희망하고 있다.
한편, 홍콩이 기업 유치를 위해 다양한 세제 개혁을 시행하고 있다. 홍콩은 최대 규모의 해외 자산 관리 중심지로서 패밀리 오피스 수가 1,600개에서 3,000개로 증가했다
홍콩정부는 다양한 해외 기업들이 무역 금융뿐 아니라 다른 형태의 금융에도 위안화를 활용하도록 더욱 장려할 것이다.
당국은 중국 인민은행이 홍콩의 위안화 사업 지원 규모를 5,000억 위안(5,830억 홍콩달러)으로 확대할 계획이고, 현재 위안화 금융 금리가 미국 달러 금융 금리보다 낮으며, 홍콩이 신뢰할 수 있는 역외 위안화 허브로서의 입지를 확보하고 있다는 점을 고려할 때, 올해가 위안화 국제화를 추진하기에 적절한 시기라고 강조했다.
Development and Expansion of Hong Kong's Gold Market
The Secretary for Financial Services and Finance of Hong Kong stated that the development of the Hong Kong gold market will be closely linked to policy plans, as more financial institutions express a desire to establish their own gold storage facilities.
He emphasized that the government's role must extend beyond simply resolving market issues to acting as a "market operator." He highlighted that the payment system is merely one part of the gold value chain, noting that the government has already established plans to construct a precious metal storage facility at Hong Kong International Airport and that gold development will be one of the key priorities of Hong Kong's First Five-Year Plan, which is set to be announced on September 16.
He noted that Switzerland is currently the world's largest gold refiner and supplier, and with Hong Kong launching a pilot operation of a central gold clearing and settlement system in July, the government will further strengthen Hong Kong's gold storage and settlement system for the Asian region. Additionally, several refining companies from mainland China and overseas are already expressing interest in entering the Hong Kong market.
Meanwhile, Hong Kong is implementing various tax reforms to attract businesses. As Hong Kong is the largest hub for overseas asset management, the number of family offices has increased from 1,600 to 3,000.
The Hong Kong government will further encourage various overseas companies to utilize the yuan not only for trade finance but also for other forms of finance.
Authorities emphasized that this year is an appropriate time to promote the internationalization of the yuan, considering that the People's Bank of China plans to expand support for yuan business in Hong Kong to 500 billion yuan (583 billion Hong Kong dollars), current yuan financial rates are lower than US dollar financial rates, and Hong Kong has secured its position as a reliable offshore yuan hub.
