건물 용적률 이전 규정 완화
도시계획위원회는 8월 21일, 현행 용적률 이전(TPR) 제도를 완화하여 구역 간 용적률 이전을 허용하는 개정 지침을 발표했다.
이번 완화는 민간 시장과 도시재개발청이 용적률 제도를 활용하여 도시재개발 사업을 더욱 효율적으로 추진할 수 있도록 유연성을 높이기 위한 것이다.
기존 용적률 이전 제도는 2023년부터 몽콕과 야우마테이에서 시범 운영되고 있다. 용적률 이전은 도시계획조례 제16조에 따라 도시계획위원회에 계획 신청서를 제출하는 방식으로 진행된다.
이 제도는 동일한 도시계획구역(OZP) 내에서 무제한의 "송전 부지"(SS)에서 최대 두 곳의 "수령 부지"(RS)로 허용된 연면적(GFA)을 이전할 수 있도록 하며 신청 기준이 완화되었다.
몽콕과 야우마테이 외에도 적용 범위가 청사완, 마타우콕, 사이잉푼, 췬완, 완차이까지 확대된다.
신청당 두 개로 제한되었던 것이 폐지되고, 부지 면적 요건이 1,000㎡에서 700㎡로 축소되며, 북부 대도시권을 포함한 전 지역으로 적용 범위가 확대되고, 30% 상한선을 약간 초과하는 것도 허용된다.
Relaxation of Building Floor Area Ratio Transfer Regulations
On August 21, the Urban Planning Board announced revised guidelines to relax the current Total Floor Area Ratio Transfer (TPR) system, allowing for the transfer of floor area ratios between zones.
This relaxation is intended to increase flexibility, enabling private markets and the Urban Redevelopment Authority to utilize the floor area ratio system to promote urban redevelopment projects more efficiently.
The existing TPR system has been piloted in Mong Kok and Yau Ma Tei since 2023. The transfer process involves submitting a planning application to the Urban Planning Board in accordance with Article 16 of the Urban Planning Ordinance.
This system allows for the transfer of an unlimited Gross Floor Area (GFA) from a "Transmission Site" (SS) to up to two "Receiving Sites" (RS) within the same Urban Planning Zone (OZP), and the application criteria have been relaxed.
In addition to Mong Kok and Yau Ma Tei, the scope of application is expanded to Cheung Sha Wan, Ma Tau Kok, Sai Ying Pun, Tsuen Wan, and Wan Chai.
The restriction of two per application has been abolished, the site area requirement has been reduced from 1,000㎡ to 700㎡, the scope of application has been expanded to include the entire northern metropolitan area, and slightly exceeding the 30% limit is also permitted.
