미성년자 동원한 사채 및 삼합회 무더기 적발
홍콩 경찰은 구룡(Kowloon) 일대에서 대대적인 단속을 벌여 연 최대 282%의 불법 고금리를 수취한 사채 조직원 25명과 삼합회 연계 불법 채권추심 일당 57명을 체포했다.
해당 사채 조직은 정식 등록 대부업체로 위장한 뒤 "소득 증빙 없이 즉시 대출"을 내세워 피해자들을 끌어들였다.
이들은 선이자 명목으로 대출금의 20%를 차감한 후 법정 최고 금리를 크게 상한하는 초고금리를 적용했다. 특히 온라인에서 중학생 등 미성년자(최연소 13세)를 포섭해 채무자의 집에 붉은 페인트를 칠하거나 협박하는 채권추심 행위에 동원한 것으로 드러나 충격을 주었다. 현재까지 피해자는 2,000명이 넘으며, 총 대출 규모는 2억 홍콩달러(한화 약 350억 원)에 달한다.

Hong Kong Police arrested 82 individuals across Kowloon during large-scale operations targeting illegal high-interest loan syndicates and triad-linked debt-collection groups.
Loan Shark Syndicate Arrests: Police arrested 25 members of an illegal loan-sharking ring that operated under the guise of licensed money lenders. Promising "instant approval without income proof," the group deducted an upfront 20% admin fee and charged exorbitant interest rates reaching up to 282% annually.
Exploitation of Minors for Harassment: The syndicate actively recruited teenagers and middle-school students as young as 13 via online platforms. These minors were paid to execute debt-collection harassment, such as splashing red paint on debtors' residential doors and issuing threats.
Triad Debt-Collection Crackdown: In a parallel operation targeting triad-backed collection groups, police arrested 57 additional suspects involved in intimidation and illicit enforcement tactics.
