서울이 17일 만에 열대야에서 벗어나며 기온이 누그러졌으나, 휴가철 이후 공장 가동률 회복으로 전력 수요가 다시 폭증하고 있다.
기후에너지환경부는 오늘부터 2주간 ‘여름철 에너지 절약 집중 단속 기간’을 선포했다. 특히 전국 주요 상권의 상가를 대상으로 문을 열어둔 채 냉방 기기를 가동하는 영업 행위(개문냉방)에 대해 현장 계도 및 과태료 부과 조치를 본격 강화한다.

금감원은 은행 창구에서 고위험 레버리지·인버스 ETF 상품을 권유할 때 투자 설명서 미교부, 선취수수료 및 운용 보수에 대한 안내 누락 등 자본시장법 위반 여부를 철저히 점검할 예정이다.
5. 중앙아시아 스캠 조직 일망타진… 한-카자흐 경찰 합동 검거 성과
카자흐스탄 등 중앙아시아 지역을 거점으로 한국인들을 상대로 고수익 투자 및 피싱 사기를 벌여온 대규모 한국인 스캠 조직이 한-카자흐 경찰의 공조 작전으로 적발되었다.
경찰청은 현지 피의자들의 신병을 확보해 국내 이송 절차를 진행 중이며, 불법 범죄 수익금 추징과 해외 범죄 콜센터 단속을 위한 국제 공조를 확대할 방침이다.
6. '국가 AI 컴퓨팅센터' 본격 착공… 공공 관제 '국산 NPU AI CCTV' 도입
1만 5,000장 규모의 첨단 GPU를 보유하게 될 '국가 AI 컴퓨팅센터'가 첫 삽을 뜨고 본격적인 건설에 들어갔다.
약 2028년 완공을 목표로 하는 이 센터는 국내 AI 기업 및 연구진에 고성능 연산 자원을 제공하게 된다. 한편, 전국 공공 지자체 관제 센터의 기존 CCTV를 국산 NPU(신경망처리장치) 기반의 지능형 'AI CCTV'로 전면 전환하는 사업도 병행 추진된다.
7. 거주용 1주택 종부세 부담 완화… 세제 개편 논의 구체화
정부와 여당이 실거주 목적의 1주택자에 대해 시가 20억 원 수준까지 종합부동산세(종부세) 과세 대상에서 제외하는 세제 개편안 조율에 나섰다.
실거주자의 세 부담을 크게 낮추고 부동산 시장 세제를 합리화하기 위한 취지이며, 다주택자 과세 체계 정비와 함께 이달 말까지 최종 개편안이 수립될 예정이다.
8. '서울대 10개 만들기' 프로젝트 본격 가동… 거점 국립대 3곳 선발
지역 균형 발전 및 지방소멸 대응책인 '서울대 10개 만들기(거점 국립대 집중 육성)' 구상이 가시화되고 있다. 교육부는 연구 중심 대학으로 전환할 거점 국립대 3곳을 이달 중 우선 선발해 대학당 연간 1,000억 원 이상의 집중 예산 투입 및 첨단 연구를 위한 인프라 구축을 할 계획이다.
지역 전략산업 연계 '브랜드 단과대': 반도체·바이오·2차전지 등 권역별 주력 성장엔진 산업과 연계한 특화 단과대학을 구축한다. .AI·첨단기술 융합연구원 설립: 고성능 인프라와 첨단 연구 장비를 집중 투입해 석·박사급 원천 기술 인재를 양성한다.
취업 보장형 계약학과 및 창업 교육 확대: 기업과 연계된 채용조건형 학과를 대폭 확대해 '지역 교육-취업-정주'로 이어지는 선순환 구조를 다진다. 신입생 전액 장학금 및 교원 규제 완화, 학생 유치와 우수 교원 확보를 위한 제도적 지원도 강화된다.
교육부는 이르면 2027학년도 대입부터 지방 소재 국립대 신입생 전원을 대상으로 등록금 전액을 지원하는 방안을 적극 검토 중이다.
정부는 관계부처 협의회를 거쳐 올해 2학기 중 최종 지원 대상 3개 대학을 발표할 예정이다.

Institutional support will also be strengthened to attract students and secure excellent faculty, including full scholarships for freshmen and deregulation of faculty.
The Ministry of Education is actively considering a plan to provide full tuition support for all freshmen at national universities located in provincial areas, starting as early as the 2027 academic year.
The government plans to announce the three final universities selected for support during the second semester of this year, following consultations with relevant ministries.
