깨어진 외교적 신뢰, 한-우크라이나 '실리 외교'의 시험대

볼로디미르 젤렌스키 우크라이나 대통령이 유엔총회 연설에서 북한군 포로 2명의 한국 송환 사실을 전격 공개하면서, 한-우크라이나 양국 간 외교적 마찰이 가시화되고 있다.

 양국 간 사전 양해가 있었던 기밀 사안에 대해 우크라이나 측이 사전 설명 없이 일방적으로 발표하고, 이어 비공개 합의 부인 공보까지 잇따르면서 상호 신뢰에 균열이 발생한 것이다. 

이번 사태는 자국의 안보적 절박함에 직면한 우크라이나와, 복잡한 한반도 정세 및 대러 관계를 함께 고려해야 하는 대한민국 간의 시각차에서 비롯된 측면이 크다.

 탈북자 및 북한군 포로의 신병 인도는 신변 안전, 남겨진 가족의 신원 보장, 대북 관계 등 민감한 안보 요소가 얽혀 있어 한국 정부로서는 보안 유지가 필수적이다. 반면 우크라이나는 국제사회의 지속적인 관심과 방어용 무기 지원을 끌어내기 위해 북한의 전쟁 개입 현실을 국제 무대에 적극적으로 공론화할 외교적 유인을 가지고 있었다.

그러나 우방국과의 비공개 합의를 일방적으로 해제하는 방식의 외교는 장기적인 외교적 신뢰를 손상시킬 수 있다는 지적을 피하기 어렵다. 

한국은 그동안 대러시아 관계와 대북 억지력 관리라는 한반도의 특수한 안보적 제약 속에서도 대규모 인도적 지원과 전후 재건 협력 등 국제사회의 책무를 이행해 왔다. 양국 간 수립된 외교적 보안 원칙이 흔들릴 경우, 향후 비공개 공조나 전략적 협력의 폭이 제한될 수밖에 없다.

이에 대해 한국 정부가 취하고 있는 대응은 감정적 반발이 아닌, 국익 중심의 원칙적 외교 수단에 기반하고 있다.

첫째, 외교적 절차를 통한 유감 표명 및 소통 재정비다. 외교부는 주한 우크라이나 대사대리를 초치하여 사전 협의 없는 공개와 이어진 사실과 다른 공보에 대해 엄중한 유감을 표하고, 공식적인 설명과 재발 방지를 요구했다. 이는 명확한 외교적 선을 긋는 절차다.   

둘째, 실리적 지원 정책의 유연한 속도 조절이다. 한국은 수조 원 규모의 인도적 지원 및 전후 재건 참여를 논의해 왔으나, 이번 상호 신뢰 훼손 사태를 계기로 사업 추진의 시기와 규모를 보다 신중하게 검토하는 계기를 마련하게 되었다.

셋째, 군사 지원 관련 가이드라인의 원칙 재확인이다. 한국 정부는 그간 유지해 온 ‘직접적인 살상 무기 지원 불가’ 원칙을 재차 명확히 함으로써, 국익과 대외 정세를 종합적으로 고려한 안보적 자율성을 더욱 확고히 다지게 된다.

넷째, 정보 및 보안 협력 채널의 엄격한 관리다. 민감한 정보 공유에 있어 보안성이 담보되지 않을 경우 관련 채널을 조정하여 외교적 신뢰의 중요성을 실질적으로 전달하는 방식이다.

국제정치에서 각국은 자국의 안보와 국익을 최우선으로 움직인다. 우크라이나의 절박한 안보적 상황을 감안하더라도, 지속 가능한 우방 관계는 상호 안보 환경에 대한 존중과 약속 이행이라는 기초 위에서만 유지될 수 있다. 대한민국 역시 감정적 대립을 지양하되, 국익과 원칙에 기반한 냉정한 실용 외교를 통해 사태를 수습하고 한반도 안보와 대외 신뢰도를 함께 수호해 나가야 할 시점이다.

 Release of North Korean POWs and Tasks for ROK-Ukraine Diplomacy

Diplomatic friction between South Korea and Ukraine is escalating after President Volodymyr Zelenskyy publicly revealed the repatriation of two captured North Korean soldiers to South Korea during his UN General Assembly speech. This unilateral disclosure of a confidential matter, previously agreed upon by both parties, followed by subsequent denials of the private agreement by Ukraine, has severely strained bilateral trust.

The column analyzes that this conflict stems fundamentally from a gap in perspective between Ukraine, which faces urgent security needs and sought to publicize North Korea’s involvement to draw international support and military aid, and South Korea, which must manage complex Korean Peninsula dynamics and relations with Russia. For the South Korean government, maintaining security regarding the repatriation of North Korean personnel is paramount due to concerns over individual safety, family members remaining in North Korea, and delicate inter-Korean relations.

This step serves as a clear diplomatic red line.

2. Strategic Adjustment of Humanitarian and Economic Aid: While South Korea has discussed multi-trillion won humanitarian and reconstruction aid, the erosion of mutual trust allows the government to carefully review the timing and scale of these projects, using them as diplomatic leverage.

3. Reconfirmation of Guidelines on Military Aid: The government is reasserting its long-standing principle of not providing direct lethal military aid to Ukraine, thereby solidifying its security autonomy and balancing national interest with the geopolitical situation.

4. Strict Management of Intelligence and Security Cooperation: Security cooperation channels for sharing sensitive information will be adjusted or suspended if confidentiality cannot be guaranteed, serving as a practical consequence for the breach of trust.

In conclusion, the text emphasizes that in international politics, nations prioritize their own security and national interests. While Ukraine's desperate circumstances are understandable, sustainable alliances must be built upon mutual respect for each other’s security environments and the fulfillment of commitments. South Korea, therefore, must refrain from emotional confrontation and utilize pragmatic diplomacy rooted in national interest and principle to resolve this issue while simultaneously safeguarding its security and international credibility.
